Mr. Elwood is currently a senior hydro turbine/generator engineer for GE Vernova (Hydroelectric Power | GE Vernova) and the Chief Technology Officer for Rebalance LLC (About Rebalance). David has supported the maintenance and upgrade of the Columbia River hydroelectric fleet for the last 15 years as an engineer and project manager for Douglas PUD, and in his current role with GE Vernova. His work has including maintenance and rebuild projects for Grand Coulee, Chief Joseph, Wells, Rocky Reach, Rock Island, Wanapum, and Priest Rapids hydroelectric projects. He also serves as the CTO of Rebalance LLC, a woman-owned small business based in Wenatchee. Rebalance provides environmental and engineering consulting services to non-profit organizations including DCPUD, the Upper Columbia Salmon Recovery Board, the Chelan-Douglas Land Trust, and Yakama Power.
From David’s first job working as an engineer for the U. S. Navy at Puget Sound Naval Shipyard until today, he has always felt a need to serve the public good. David wants the Wenatchee School District (WSD) to be resilient and sustainable, and he believes that his unique set of skills and experience would be a valuable addition to the Wenatchee School Board. Over David’s 20+ year career as an engineer and project manager, he has designed/constructed/maintained multi-billion-dollar assets including nuclear submarines, floating bridges, combined sewer systems, dams, and hydroelectric powerplants. The asset management and capital improvement planning for WSD facilities needs to be analytical and transparent. David can help to develop a defensible Facility Master Plan for the WSD to better justify future bond measures.
